The following Senza Soste article has been translated from Italian because it provides quite an elaborate profile on Giancarlo Elia Valori, a person who doesn't have a Wikipedia page yet in English (probably next week he will). As a bonus, names of Valori's Italian associates are provided with biographies and an additional translation of a rare Dutch-Belgian article about the P7 Lodge and its connection to the P2 in Italy has also been included here in the right column.
These translations are part of ISGP's occasional work on Le Cercle. Valori is now known to have visited the Cercle around the same time that the Banco Ambrosiano, P2 Lodge, and Strategy of Tension scandals erupted in the early 1980s. [1] As ISGP already expected, more ties to these scandals would sooner or later be found within the ranks of Le Cercle - and here we have another example. Earlier key Cercle members Gulio Andreotti [2] and Carlo Pesenti II [3] could already be linked to these scandals. The same goes for some of the Cercle members from Belgium [4], where the closely-related P7 was active [5] and similar scandals have emerged since the late 1970s: Eurosystem Hospitalier, Pinon, the National Bureau for Drugs, the CCC Bombings, the Mirano, the Gang of Nijvel, the Haemers Gang, Maud Sarr, the ATLAS Dossier, the Dutroux X-Dossiers and all kinds of smaller and larger scandals related to them.
The P2 and P7 (and reported P1 and P3 lodges in France (or Europe-wide) and Madrid) were key elements in the CIA's Strategy of Tension. This involved the use of private fascist militias carrying out terrorist acts to be blamed on the communists. In addition, it's important to realize that the P2 wasn't really a lodge in the traditional sense. Members didn't meet and to a large extent weren't aware of each other's membership. Members basically offered information and services to Gelli and his backers - and in return their careers would flourish. Or those were the rumors that were floating around at the time among the Italian elite. [6]
The purpose of the P2 was simply to groom a criminal, right-wing elite that would resort to propaganda, terrorism, and coups to keep the extremely powerful communist and socialist elements in Italy out of power. The CIA, the Italian Christian Democrats, the major banks and multinationals, the Vatican, Europe's Opus Dei and Knights of Malta aristocracy revolving around Otto von Habsburg -- nobody was waiting for these communists and socialists to come to power, so the P2 was their answer, with the Americans ultimately in charge. The Cercle was one of the key places where all these elements came together. We even have Ted Shackley, the CIA's number one expert on weapons, drugs, coups and assassinations (including JFK), running Le Cercle to a very large extent. Unsurprisingly, Shackley was in direct contact with Licio Gelli, along with Alexander Haig and regular Cercle visitor Henry Kissinger. Gelli was also allowed to sit in the front row at the inauguration of President Ronald Reagan. [7]
In case of Valori, he ended up as a young recruit of Knight of Malta Umberto Ortolani at the Vatican, and in no time became secretary general of the newly-founded Italian Institute of Foreign Relations (the Italian CFR), grew close to Argentine dictators, and became a right-hand of P2 head Licio Gelli. [8] Banco Ambrosiano head Robert Calvi considered Ortolani, who later resurfaced in rumors about the assassination on Olof Palme [9], higher in rank than Gelli [10], which might explain why Valori largely operated independently of Gelli and continued his ties to other P2 members, the Italian security services and American superclass members even after Gelli expelled him from the P2. [11]
To this day Valori, who has turned to radical Zionism, is meeting with persons as Henry Kissinger, Condoleezza Rice, Colin Powell, George Shultz, Abraham Foxman, Elie Wiesel, Edward Luttwak, Carlo de Benedetti, and other members of the superclass, people on the absolute inside of covert operations around the world. Is there such a thing as a new P2? That's hard to say. While the threat of West-European countries siding with Russia largely faded away, at least as long as natural resources are available, there's always a chance that countries turn "overly" socialist or communist and have to be corrected. More important maybe, these networks have always been criminal and it is more than likely that these associations remained. And the CIA would also most likely continue the association to run all kinds of operations through.
In case of Italy, as late as 1996 Licio Gelli's name came up in a new scandal described as "Death, drugs and diamonds in tale of global conspiracy." The facts that were being uncovered sounded a lot like a continuation of the P2 and P7 network and maybe even more so of the closely related "Nebuleuse" network, which has been described in detail by ISGP. The investigation even led to the mysterious suicide of a SISMI colonel:
"Last July a colonel in Italy's military intelligence service, Mario Ferraro, was found hanged from a bath rail by his dressing gown cord ... Ferraro, it turns out, was working to unravel a massive global traffic in arms, drugs, radioactive materials and gems. ... Among international figures wanted for questioning [is] Licio Gelli, the Grandmaster of the illegal Italian Masonic Lodge, P2. ... This motley crew is named in connection with trafficking everything from Kalashnikovs to plutonium, and recycling the profits through some surprising channels including the ... Vatican Bank. ... Colonel Ferraro almost certainly died because he knew too much. The magistrate in charge of the inquiry team, Alfredo Ormanni, believes they have reached a crucial stage by uncovering the core mechanism at the heart of the operation, code-named "Cheque to cheque" by Italian police." It seems like a scoop of epic proportions, but not a whole lot of important additional information could be found about the affair. It reminds one of a scandal in 2000 in which it was reported that a Russian-centered pedophile ring was exporting the most horrendous snuff videos to wealthy Italian clients. As could be expected, leading politicians and businessmen immediately covered up the scandal by firing journalists willing to bring out the raw evidence. [14] The information disappeared from the news in days. The Russian media, in fact, never even bothered to mention it.
Strangely, these seemingly separate scandals were both brought to the world by Torre Annunziata prosecutor Alfredo Ormanni [15], who certainly about the 2000 case was complaining of a cover up. The thing is, Torre Annunziata is a small city with 45,000 inhabitants at the foot of Mount Vesuvius. In essence it's a suburb of Naples. What are the chances that a prosecutor from this small city stands at the basis of these two enormous leaks? One can't help but wonder to what extent these scandals are linked. And looking at ISGP's articles as Beyond the Dutroux Affair and especially La Nebuleuse, there's a very good chance that these scandals might well be tied together somehow. Then again, beginning in 2002 Ormanni ended up in legal trouble himself over allegedly questionable investigative practices, so who knows, maybe he was actually corrupt or crazy. But what about those seemingly very real snuff films? Excerpts were broadcasted on television.
This actually reminds me of something else. There's a possibility that Licio Gelli has been involved at a high level in the extremely unknown and very esoteric Memphis Misraim freemasonry rite, along with the very questionable House of Savoy. This is also discussed in ISGP's Beyond the Dutroux Affair, going back to 2007.
At the very least we can say that there are strong indications that a lot is going on behind the scenes in Italy which we know nothing about. And if Licio Gelli continues to be involved in these kind of behind-the-scenes criminal activities, then what does that say about old associates as Andreotti or Valori? As the following article makes clear, in 2009 it was Valori's turn to resurface in a new criminal investigation. Unfortunately, much less information leaked out compared to 1996 and 2000.
Today a short article appeared in the news, on page 15 of the Tyrrhenian. Nothing flashy. The title is "A book of Valori explains the Shoah and its denial." The book's title is "Anti-Semitism, Holocaust denial. The great challenge of the Jewish world in the XXI century", published by Mondadori. The author [Giancarlo Valori] says: "I was a kid when my mother saved more than 120 Jews by hiding them in the tobacco warehouses that we had in the province of Venice, very close to the positions of the SS." The initiative, organized by the Jewish B’nai B’rith of Livorno, was attended by, among others, [2004-2014] mayor [Alessandro] Cosimi; the former mayor and candidate Gianfranco Lamberti; and president of Kutufa province and Partito Democratico senator Marco Filippi. They were even sent a video message by Israeli president Shimon Peres.
So far nothing unusual, except that Giancarlo Elia Valori has been labeled by judge [Luigi] De Magistris as "the head of the new P2." He is a person unknown to the public (before I looked into Argentine history of the 1970s I did not even know who he was) but someone even considers him "the most powerful man in Italy." He has an incredible past, and above all a disturbing present.
Let's tell the story. Then we make some concluding remarks.
Giancarlo Elia Valori was born in 1940 in the vicinity of San Dona di Piave (VE) from parents of Tuscan origin. The father had been a school friend of [Mussolini fascist and, post-WWII, five time prime minister] Amintore Fanfani [16] and this helped him once he graduated in Economics and Commerce and moved to Rome, where he entered Vatican circles [under alleged P2 leader and Knight of Malta Umberto Ortolani] and was named a "Knight of the Cape and Sword". In 1965 he joined the [monopolistic] RAI, chaired by [Fanfani's close friend] Ettore Bernabei [17] and enrolled in the Masons, although formally the Catholic faith and membership in the Masons is incompatible. Because of this he is ejected from the Romagnosi Lodge. His passion is international relations [and he will be secretary general of the Institute of International Affairs, Rome / Istituto Affari Internazionale (IAI) from the mid 1960s to at least the 1980s]. He will be introduced to Kim Il Sung [of North Korea], Nicolae Ceausescu and Juan Domingo Peron, then in exile in Madrid.
His brother Leo, who worked for the ENI in Argentina, presents to him former ex-president Arturo Frondizi, a Mason. He brings together Peron and Frondizi and ripens the conditions for the repatriation of [Juan] Peron. In November 1972 Peron returned to Argentina on a plane chartered by Valori.
Valori enrolled in the P2 (name card 283) and with Licio Gelli [18] he is one of the instigators of the reactionary right in the period of the new Argentine president Peron, in which they create the conditions for the military dictatorship of 1976-1983 [of Videla and the P2’s Admiral Emilio Eduardo Massera]. But Gelli, on the pretext of his frequent Vatican visits, expels Valori from the P2, to successfully become the main reference point for politicians in Buenos Aires.
Valori doesn’t mind that much and continues his frequent visits to the intelligence community and the underbelly of politics. He knows [SISMI head] General Santovito [19], also a P2 member; [P2 member] Mino Pecorelli [20], [the Banco Ambrosiano and Bologno bombing-linked] Francesco Pazienza [21] and other protagonists of the conspiracies in those years.
Because these ties are certainly not common among Italian managers and entrepreneurs, Valori is repeatedly called to testify in key investigations of the early 80s, those of the Rome prosecutors into the P2, of Judge Carlo Palermo into arms trafficking, of Rosario Priore’s report on his relations with the Arab countries, in the context of the investigation into the massacre of Ustica [22].
Due to his expertise he becomes chairman of Italstrade, part of the IRI [Instituto per la Riconstruzione Industriale], in 1976.
In 1981, when the P2 lists are discovered, Giancarlo Elia Valori is the only one who has been "expelled", so the investigation only touches him marginally. It is said that Tina Anselmi, president of the Parliamentary Commission of Inquiry [into the P2 Lodge], absolutely doesn’t want to talk about him: "I have nothing to say about that gentleman."
He becomes president of the SME [Societa Meridionale di Elettricita] (also part of the IRI) and when in 1984 [Romano] Prodi, chairman of the IRI [since 1982], does not re-nominate him over his past P2 involvement, Valori is nominated as president of the telephone company SIRTI, part of the STET company [also part of the IRI], chaired by another P2 member, Michele Principe.
According to various rumors he would have taken revenge against Prodi by bringing out the Nomisma scandal.
In 1987 Valori became president of GS Supermarket (SME Group), then in 1990, president of SME. In 1995, as president of Italstrade, which he will then leave for having reached the age limit.
Current activities of Valori
He is currently president of the Unione degli Industriali [Union of Industrialists] in Rome.
He is also president of T-Systems Italy, "the subsidiary of Deutsche Telekom Group focused on business clients." He was president of Blu, the consortium of telephone operators; and is honorary president of the Italian branch of the Chinese telecommunications giant, Huawei Technologies.
What's more, he also holds the presidency of Sviluppo Lazio, the holding company of all participating companies in the region, grown during the period of Francesco Storace to employ 4,300 people.
And he is vice president of IGI (Institute Large Infrastructure), in which capacity he is waving a sword for the construction of the bridge over the Straits of Messina.
The shareholders' meeting of Italintesa SpA awarded him the honorary presidency of the company. Among the shareholders are the American political scientist Edward Luttwak [23], a former consultant of Italintesa and regular columnist in the papers of the Gruppo Monti and Sicilian Gazzetta del Sud. Like Valori, Luttwak has a contiguous past involving the Atlantic powers that is more or less hidden. [Luttwak] was one of the founders and leaders of CSIS – the Center of Strategic and International Studies in Washington, linked to the CIA and Pentagon [and] known for developing intervention strategies alongside the US military and fascist regimes in Latin America and Europe.
Valori also chairs a "Fondazione per le Bioscienze" which in 2004 established a scientific cooperation pact of three, with the Universita Campus Bio-Medico of Opus Dei and the Israeli-French Weizmann Institute of Science France-Europe. A pact was drawn up in the presence of Francesco Cossiga [24], at the headquarters of Capitalia.
During his career as a top manager in large companies with a public majority share, Valori stood out in the policy of privatization and divestment of subsidiaries. As president of SME, for example, he sold its prestigious food brands Cirio-Bertolli-De Rica to a company in the hands of an unknown financier, Saverio Lamiranda, who soon resold it with unexpected profits to Lazio president Sergio Cragnotti and the multinational Unilever. …
Valori [also] finds time to get rid of the famous food chain distribution and motorway catering Autogrill - transferred to the Benetton family - [and soon] the former SME manager finds himself in the boardrooms of Autostrade SpA and the telephone consortium Blu. At the head of the car dealership, Valori convinces the government to reduce its presence and to yield part of the company shares to a consortium of businessmen headed by Benetton and [the billionaire] Franco Caltagirone, the publisher of Il Messaggero and head of construction firm Vianini, a partner of IGI [where Valori is vice president]. Also Caltagirone, like Benetton, will later enter the Blu consortium, led by Valori.
Valori in the investigation Why Not
The magistrate Luigi De Magistris, a former prosecutor in Catanzaro [and later mayor of Naples], [starting in 2007] conducted the investigation Why Not, beginning with a temporary employment agency [called Why Not] and eventually involving a consultant to the prime minister, Senator Giancarlo Pittelli of [Berlusconi's] Forza Italy; Antonio Saladino, former president of the Society of the works of Calabria; and even the then European Commission president Romano Prodi, together with - as you will remember - to [Prodi's former minister of justice] Clemente Mastella.
President Giorgio Napolitano [25] personally intervenes to crush the enterprising magistrate, and the investigation is canceled.
When in turn interrogated by other magistrates, Luigi De Magistris stated that in the Why Not investigation there would be:
"... the name cards of the new P2. ... The investigation Why Not involved the rebuilding of the influence of covert powers [...] in vital mechanisms of the republic's institutions. In particular I was reconstructing the contacts maintained by Giancarlo Elia Valori, Luigi Bisignani [26], Franco Bonferroni [27] and others, and their influence on the world of banking and finance." |
Not only "does Giancarlo Elia Valori," says De Magistris, "seem to be at the top of present-day 'contemporary Freemasonry’, but Valori often occupied public works [positions]."
Valori and politics
One should not think that Valori has ties to just one political party. His relations are bipartisan, and despite his disdain for Prodi he is on good terms with many esponents of the center-left, particularly with the dalemiani (especially Minniti) and Rutelli (also close to Caltagirone), which at the time of his appointment as president of the Industrial Union of Rome dedicated to him words of great appreciation.
The Zionist Valori
Valori likes to present himself as a professor of international politics and his views are similar to those of the far right Zionists. And he is one of the sponsors of the despicable Islamic repentant Magdi Allam [28], and a theorist of a clash of civilizations against Islam. In the preface of a book of Allam he writes:
"It is the defense of Israel that is the new platform of European and US grand strategy... The book of Magdi Allam is a good start for this project." |
He is firmly opposed to the idea of a Palestinian state, indeed, the very idea of Palestinian people:
"We need to change the register: Palestine, which does not exist as a geopolitical entity, is not the solution, but the problem. Speaking of the Palestinian people … means accepting their independence, at least in semantics." |
Valori proposes the attribution to Israel of most of the occupied territories, while the Gaza Strip and the West Bank should be assigned respectively to Egypt and Jordan. With the addition of a Palestinian “area”, out of the current Palestine, Giancarlo Elia Valori perhaps meant as a sort of reserve on the US model. ...
In this photo taken in the evening in support of the Israeli aggression in Gaza, Valori (center) appears with Raffaele Sassoon, Italian president for Keren Keyemet LeIsrael (KKL) or Jewish National Fund, a giant multinational company whose principal property is consisting of 372 Palestinian villages whose inhabitants were expelled by force, and with Cesare Anticoli directing instead the Italian section of Keren Hayesod or United Jewish Appeal, which Wikipedia defines as "the financial powerhouse of the world Zionist movement."
Here, on the same occasion, he is standing with Fabrizio Cicchitto [29], another former P2 member today among the more prominent members of the Berlusconi [P2] government.
Conclusions
The Livorno politicians we have mentioned have felt compelled in the electoral campaign, when commitments are many and pressing, to go pay homage to this character in an initiative that has not been publicized and that therefore must be considered reserved for insiders. Spontaneous questions arise: why? What relationships has Valori cultivated in Livorno? What influence is exerted on the local Masonic and Zionist lobbies? Why was there no embarrassment in legitimizing a person who offers such abhorrent solutions to the Middle East? What is the role of the Jewish B’nai B’rith association, the organizer of the event? I wonder if someone will respond.
Let me conclude with the declaration of a survivor of the repression of the Argentine military of the 1970s - friends of P2 members and in some cases P2 members themselves - to show that the mother of Valori may have saved 120 Jews but that maybe the son has many more on his conscience: "… The torture of a Jewish prisoner always involved a good time for the security departments of Argentine (...). " Jews suffered in particular and were subjected to special and sadistic torture under the dictatorship. Although the percentage of Jews in the Argentine population reached 1%, more than 10% of the disappeared (some say even 13%) were Jews. Admiral Massera, a P2 member [and key 1976 coup plotter with Videla], declared that the crisis of humanity was due to Sigmund Freud, Albert Einstein and Karl Marx (in fact all three Jews), who, with their works, undermined the integrity and dignity of Western civilization and Christianity.

The fascist Movimiento Sociale Italiano (MSI) is sufficiently confident to convene a national party conference under the chairmanship of Carlo Emanuele Basile, a former fascist prefect of Genoa whose name had figured in the list of war criminals. Twelve people are killed and many hundreds are injured in the anti-fascist riots that follow in most industrial cities throughout Italy. Stefano Delle Chiaie (SDC), a member of Pino Rauti's Nazi Ordine Nuevo (ON) organisation, later claimed it was around this time that he was recruited by an officer of the (Christian Democrat-controlled) Ministry of the Interior's Bureau of Confidential Affairs under Federico Umberto D'Amato to undertake covert operations against anti-fascists and left-wing militants. SDC leaves ON to set up his own neo-fascist organisation -- Avanguardia Nazionale (AN), whose gangs become activists of state-sponsored terror for two decades. AN is financed to the tune of 300,000 lire a month by Lombard cement manufacturer Carlo Pesenti." *) September 22, 1984, Globe and Mail (Canada), 'Carlo Pesenti Former vice-president of Banco Ambrosiano': "Carlo Pesenti, a prominent Italian businessman who was vice-president of the Banco Ambrosiano when it collapsed two years ago, died in a Montreal hospital of heart failure late Thursday night. He was 77. Mr. Pesenti, along with seven other bank directors, was ordered in June to face charges arising from the private bank's collapse - Italy's worst post-war banking crash. He had been living with his family in Monte Carlo. Mr. Pesenti, an executive at the bank while Roberto Calvi was its president, was due to appear before an investigating committee in Rome yesterday. Mr. Calvi was found hanged under a Thames River bridge in London in 1982. Visiting Montreal on private business, Mr. Pesenti was admitted to Montreal General Hospital on Sept. 15 when he suffered a heart attack. One of Italy's top industrialists, his empire included banks, holding companies and industrial groups. He climbed to the helm of Italian finances after the end of the Second World War when he founded Italcementi, a cement plant. He became manager of the insurance firm Riunine Adriatica Di Sicurita and the automaker Lancia, among other posts he held. Mr. Pesenti was also chairman of Italmobiliare Spa, one of the largest financial holding groups on the Milan Stock Exchange. The company accumulated large debts due to financial expansion and in 1972 Mr. Pesenti raised a secret loan from the Vatican's Institute for Religious Works [IOR/Vatican Bank] to stave off bankruptcy. Mr. Pesenti's death means he will not be able to testify as to the whereabouts of more than $1.2-billion siphoned from the bank's assets - one of the questions to be answered at the investigation." |

Frank Gigliotti’s disappearance from the scene seems to coincide time-wise with Licio Gelli’s arrival. After Italy’s liberation from the Nazi-Fascist regime in 1944, Licio Gelli, former fascist chief and officer of the RSI (Repubblica Sociale Italiana, the last attempt to recover the fascist regime after Mussolini’s death), became a collaborator of the US secret services, recruited by James Angleton, pro-monarchy and pro-fascism OSS member. Gelli’s admission within the Italian masonic scene found some hindrance due to his fascist past of persecution towards partisans as well as masons, but thanks to the help of masonic leaders such as Giordano Gamberini, close to the CIA, in 1965 he was initiated and in 1966 appointed as the Maestro of the P2 Lodge. In contrast with the masonic common rule, Gelli was renowned for his obsession for secrecy: he was the only one to know who the members were, they didn’t even know each other, and although according to the tradition members was supposed to approve new members’ application, within the P2, only Gelli was entitled to decide who could or could not be part of it. Also, associates of the other lodges were supposed to meet regularly, while P2 members were not allowed to meet. During Gelli’s management of the P2 a series of acts aimed at undermining Italian democracy took place: attempts of coups, attacks against civilians and politicians were part of the wider strategy of tension of the late 1960s and 1970s, whose goal was to prevent the “communist danger” from spreading. ... As had happened for Michele Sindona, also Mr Berlusconi’s rise was backed by a warm media campaign celebrating him as a selfmade man, whose fortune had raised only thanks to his personal ability. This is not the case, as all economic and political fortunes of P2’s members were carefully decided and backed by Gelli and all aimed at specific higher goals. By the late 1970s, members of the secret lodge were infiltrated in every pivotal circuit of the public life: secret services, mass media, bank sector, judiciary system, government, army, all ministers and both chambers of Parliament, police services. Unlikely the other lodges, that never reached more than 250 members, the P2 could rely on at least 400 loyal men at its service, becoming the biggest and most powerful Masonic Lodge in Italy. Says Giacomo Foddai, former head of Carabinieri (the military police) in the northeastern area of Sardinia during the Cold War: “There was the rumour that if you wanted to progress with your career you needed to be a P2 member, then when it came to light, little by little this membership became a hindrance and reason for discrimination.” ... Already in 1987, Berlusconi was questioned by judge Giorgio Della Lucia over the reason why he had hired as “collaborator” Mafia boss Vittorio Mangano, who lived in his villa in Arcore and was previous offender for crimes such as drug trafficking, money laundering, arm trafficking.
